Melbourne 2030 – “Emissions Offset Activity Centres”
Addressing the urgent need to build our cities in a more sustainable way….
Australia has an extraordinary opportunity to initiate and fast track world leading examples of sustainable urban residential and commercial development by redefining designated “Major Activity Centres” as “Emissions Offset Activity Centres”.
Key Points:-
1. Infrastructure Masterplan - Government led co-ordinated masterplan for sites water, energy and waste infrastructure before high-rise, residential and commercial buildings are constructed.
2. Construction Standards - All high-rise construction to the minimum world award winning/saving specification of Melbourne’s CH2 and K2 Buildings with sites to incorporate adoption of UK Government zero – emission building standards.
3. Co-Ordinated Government & Industry Approach - Provides a major project focus for all levels of government and the private sector to collaborate in a way that leads to an integrated approach to sustainable development and new national ESD planning/ResCode standards.
4. Broader Focus – A more holistic sustainable development approach that includes sites surrounding transport, community amenity and biodiversity outcomes.
5. Site Consolidation - Government assistance with strategic site consolidation issues to improve sustainable infrastructure design and accelerate co-ordinated private development.
6. High Priority Private Investment - Multi-level Government “Fast Track” of development planning issues to assist and accelerate investment from private developers.
7. Building Australia Future Fund Assistance – Federal Government financial assistance with infrastructure, planning and site consolidation issues.
8. Private Developer Open Public Space Contributions - Direct allocation of private developers open space funding to outcomes within and around the sites.
9. Philanthropic Assistance - Site design to accommodate philanthropic support for community amenity outcomes.
10. Educational Outcomes – An opportunity to demonstrate to business and the community practical breakthroughs in sustainable development.

An opportunity to establish a key project focus that initiates world leading sustainable development outcomes……

A. Nunawading Railway Station - The first solar powered railway station in Australia.

B. Whitehorse Council Buildings – The first 100% self generated - renewable energy powered council offices in Australia.

C. Integrated Site Infrastructure - The first Major Activity Centre development to adopt an integrated approach to public & private energy, water and waste infrastructure construction.

D. Sustainable High Rise Commercial & Residential Buildings – The first Major Activity Centre to specify zero – emissions high-rise development.

E. Biodiversity – Application of developers “open space funds” to achieve emissions offset through the protection and regeneration of associated rare 'Valley Heathy Forest" bushland.

F. Sustainable Living Centre & Home – A regional project to facilitate the take up of environmentally friendly practices by the community and business.

G. Bicycle/Rail Trail – Melbourne’s first integrated bicycle path and rail line system to link rail stations and shopping centres.

H. Local Electric Car Hire & Electric Bicycle Pooling System - Incorporated into transport hub & shopping centres.

I. "Angelo's Green Grocer" - Melbourne’s first local urban community supplied green grocer.

J. Eco-Tourism - Potential to become a major urban based attraction.

Compelling reasons to initiate a pilot project at Nunawading…….
Many millions of government and private dollars are about to be spent on proposed projects around the Melbourne 2030 - Nunawading Major Activity Centre area. We believe that there is an immediate opportunity to redefine the Nunawading Major Activity Centre and direct this expenditure into an “Emissions Offset Pilot Project”.
Key Points:-
1. Federal & State Government Funding - Government funding already committed to projects in this area including Road/Rail separation and sports oval.

2. Council Ownership - Whitehorse Council owns a large section of the site facilitating consolidation and infrastructure design/location issues.

3. Council & Community Support - Consistent with Council and Community eco-vision policy.

4. Business Support – The Committee for Melbourne recently endorsed aspects of this approach via its “Future Map – Melbourne 2030 Report”.

5. Biodiversity Protection - Protection of rare bushland linked to site has the support of Australia’s leading environmental groups. Landowner willing to consider public acquisition of this associated bushland site.

6. Philanthropic Assistance - Established environmental fund with Australian Tax Office “DGR Status” to facilitate philanthropic contributions from business, foundations and individuals to the sites community amenity outcomes.

7. Community/Business Education Programs - Established community/business education programs via the “Sustainability Street Program” and “Blackburn Lake Sanctuary Advisory Committee” can be further enhanced as a practical learning experienced that accelerates the take up of sustainable practices and environmental protection.
